French healthcare companies join forces to support Ukraine under the guidance of the French Healthcare Association

France is stepping up its support for Ukraine with three financial packages, including a health component dedicated to rehabilitating the healthcare system. These specific funds and loans aim to speed up the rehabilitation of the Ukrainian healthcare system, which has been severely affected by the war, by facilitating access to solutions provided by companies from the French healthcare ecosystem with the support of French Healthcare Association.

French Healthcare Association, a partner to the French State as part of the public-private scheme to support exports in the healthcare sector, has once again been active in promoting these new initiatives to companies and assisting a number of companies from the French healthcare ecosystem to apply to these financial schemes.

French Healthcare Association thus confirms its central role in federating the healthcare ecosystem for export and remains faithful to its commitment to supporting the Ukrainian people, which was demonstrated as soon as Russia began its armed aggression against the country on 22 February 2022.

In total, the projects supported in the health sector account for almost €120 million of the budget. They are or are likely to be supported by the following financial schemes:

Two concessional loans granted by the French Treasury, now ratified by the Ukrainian parliament:

In September 2024, the RADA, the Ukrainian parliament, ratified two concessional loans from the Treasury, paving the way for the implementation of two projects led by French companies:

  • The construction of a hospital in Nizhin worth 35 million euros,
  • The delivery of 25 latest-generation mammography machines to improve the diagnosis and early treatment of breast cancer.

Supported by French Healthcare Association member companies, these two initiatives will help the Ukrainian people, who have seen the vast majority of the country’s healthcare infrastructure destroyed or damaged.

Two projects supported by the Private Sector Studies and Assistance Fund (FASEP) shall be launched soon:

The French Treasury has also approved two projects for support under the FASEP. The aim is to provide funding in the very near future, through grants or repayable advances:

  • A feasibility study on the construction of new buildings within the ‘Unbroken’ hospital complex in Lviv, a rehabilitation centre for war victims;
  • A demonstrator offering a therapeutic digital device to support rehabilitation, developed by the Axomove company, while tens of thousands of injured Ukrainians await rehabilitation care and orthopaedic devices.

In accordance with the FASEP eligibility criteria, these two projects guarantee that at least 85% of the project’s added value will be generated in France.

Eleven additional health projects proposed to the Ukrainian government by French companies, as part of the support fund for Ukraine.

Eleven projects, supported and accompanied by the French Healthcare Association, were approved in mid-September by the steering committee of the support fund for critical infrastructures and priority sectors of the Ukrainian economy, co-chaired by the French Treasury’s Directorate General and the Directorate General for Globalisation. They are now submitted to the Ukrainian investment committee for approval.

This €200 million fund is the result of a bilateral agreement between Ukraine and France signed on 7 June 2024, and aims to finance projects to rebuild critical infrastructure in Ukraine to meet the most urgent needs.

To apply, companies had to be capable of deploying their solutions within a very short timescale (2 years maximum) and had to respond to a specific request from the Ukrainian authorities.

The eleven projects include:

  1. Delivery of 120 mobile X-ray machines from the company DMS Imaging,
  2. The delivery of 150 Sonoscanner ultrasound scanners,
  3. The creation of a training and simulation centre for emergency medicine by the Nancy Faculty of Medecine / HuSoMe,
  4. The supply of a collaborative telemedicine platform to improve the triage and management of injured people, connected to a portable ultrasound probe and connected glasses. It is supported by a consortium of Rofim, Echopen and AMA,
  5. The delivery by Gruau of 50 to 200 ambulances, to compensate for the destruction of part of the ambulance fleet,
  6. Dessintey‘s solutions for treating phantom limb syndrome. Essential care for the war-disabled, complementing the work of prosthetists and the rehabilitation of amputees,
  7. An infectious risk management project by an industrial consortium led by bioMérieux to strengthen microbiological diagnostic capabilities for the appropriate treatment of Ukrainian soldiers,
  8. The supply of monitoring and defibrillation equipment, as well as mechanical cardiopulmonary resuscitation (CPR) equipment, by the company Schiller Medical,
  9. C3Medical‘s installation of around a hundred telemedicine stations and cases equipped with connected objects, to meet major needs in terms of the treatment of post-traumatic stress and general access to local care for the population,
  10. The construction of a network of fitting micro-clinics and a centre for the production of prosthesis fittings, thanks to the company Resilience Orthopedics,
  11. Reconstruction of the Vinitsya hospital rehabilitation centre, by a consortium of Ginger International and Ellipse Projects.
